In the Navy (back in the 80s, probably hasn’t changed much) EVERY evaluation was about getting promoted, at least for officers. If they waited until the promotion board was coming up to start getting serious, it would be too late. (Speaking from experience — I got passed over twice for promotion to lieutenant commander, which meant I got thanked for my service and wished good luck in the civilian world.)
