I'm still working out how a veteran well-trained (or supposed to be) cop gets excused for making an "error" (which proves fatal or nearly so) because there was "so little time to react," but a young civilian who doesn't comply/obey/submit within a few seconds to shouted commands from armed personnel basically "had it coming." And that's assuming the commands make sense, e.g., "DROP THE GUN!" [what gun, it's a phone] "SHOW ME YOUR HANDS"/"GET OUT OF THE CAR" [the seatbelt gets unfastened how?]
